국내 백화점·마트·일반상점 등에서 제품을 사고 한국을 떠나기에 앞서 구매액의 평균 8% 정도의 세금을 환급받는 외국인 관광객이 크게 늘고 있다.

KTIS(케이티스)에 따르면 지난 춘제 연휴를 포함한 10일(2월 18∼28일)동안 중국인을 중심으로 외국인 관광객 11만3000명이 인천공항 내국세 자동환급 시스템에서 약 17억원의 세금을 돌려받았다.

지난해 중국 국경절 연휴(10월 1∼9일)와 비교하면 서비스 이용객은 약 3배, 환급액은 약 4배로 급증했다.

이처럼 내국세 환급 규모가 커진 것은 내국세 전자환급시스템이 도입됐기 때문으로 분석된다. 현금자동입출금기(ATM)과 비슷한 형태의 전자환급 단말기 '키오스크'는 10가지 언어를 지원하고 24시간 이용 가능할 수 있다.

또 관세청 데이터·중국 최대 카드사 은련카드 정보 등과 연동돼 외국인들이 빠르고 간편하게 세금을 돌려받을 수 있다. 특히 1만원 이하 소액 환급금의 경우 기계에서 바로 원화로 지급된다.

한편 내국세 환급사업(Tax Refund)은 '부가가치세·개별소비세 특례규정'에 따라 외국인 관광객이 국내 여행 중 백화점·화장품·의류 매장 등 환급사업 가맹점에서 3만원 이상의 물품을 구입하면 가격에 포함된 부가가치세·개별소비세 등의 세금을 돌려주는 제도다.

3% increase of Traveling foreigners using automatic tax refund service

The number of foreigners, getting average of 8% of their total purchase returned, before they head back to their home country are increasing.

According to KTIS, it has been found that 113,000 tourists, mainly Chinese, have received around 1.7million dollars back for their tax refund at Incheon Airport last February 18~28.

There were 3 times more users and 4 times more refunded money compared to the National Day of China which was October 1~9th)

This was made possible due to the introduction of the domestic electronic refund system. KIOSC, which looks a lot like the ATM machine, supports 10 languages and is available 24 hours.

Also, it is connected with the customs service and Eun Ryun Card companies which is one the biggest credit card company in China. Therefore, people can use this system quickly and easily. Especially, any amount under 10,000 won, can get their refund directly from the machine.

On the other hand, Tax refund including VAT and individual consumption tax of the product's price can be made when foreigners purchase more than 30,000 won worth of products, due to the Domestic tax refund VAT - individual consumption tax exemption policy.
